Dr Goh completed his undergraduate medical training at the then University of Singapore. He proceeded to undergo his post-graduate training at the University of Edinburgh and the Royal Brompton Hospital in London. Prior to leaving for private practice, he was the consultant chest physician at the Singapore General Hospital.

He was in the council of the Singapore Thoracic Society from 1987 to 1998, serving as treasurer, secretary and, for two terms, as the president. As the president in 1994, he was instrumental in the setting up of the Asthma Association and served as its medical advisor.

He was a member of the Respiratory Medicine Specialty Board, Academy of Medicine, Singapore, from 1993 to 1998, which granted specialist accreditation to respiratory physicians.

Between 1996 to 2004, he was the Governor and then the Regent for Singapore for the American College of Chest Physicians (ACCP).

At Gleneagles Hospital, he has been a member of the Medical Advisory Board (MAB), its Intensive Care Subcommittee, Credential Subcommittee, and chairman of its Infection Control Subcommittee and Therapeutic Subcommittee. He is a co-director of the Neusom Pte Ltd which provides the polysomnography ( sleep study ) service for the hospital.

He has been a clinical teacher for the medical undergraduates at the National University of Singapore; clinical teacher and lecturer for the Master of Medicine ( Internal Medicine ) and Master of Medicine ( Anaesthesia ) courses; supervisor for Advanced Trainees in Respiratory Medicine for the Academy of Medicine, Singapore; lecturer and examiner for the School of Nursing's final examination for state registered nurses; and lecturer for Post-graduate Intensive Care Courses for nurses.

In addition to dealing with the usual respiratory problems, he has special interest in respiratory intensive care, bronchoscopy, interstitial lung diseases, lung function measurements and sleep disorders.
